Additionally, interruptions to the water supply have been noted both within the city and surrounding areas. Several sources mention plumes of smoke visible over the regional capital.
The full scale of the damage remains under evaluation, the governor added.
He also warned of an ongoing risk of airstrikes throughout the region and advised residents to stay indoors for their safety.
Power outages have been documented not only in Belgorod but also in the city of Stary Oskol, situated more than 150 kilometers away, according to Russian news outlets.
In recent months, Ukraine has increased its attacks targeting civilian infrastructure within Russian territory, often utilizing drones to carry out these operations.
Earlier this week, Gladkov similarly reported disruptions to electricity and water services in parts of the Belgorod Region following a major Ukrainian drone assault.
